EU Modernizes Traineeship Framework: Expanding Access to Vocational Graduates and Strengthening Inclusivity

Recently published on July 16, 2026, the European Commission adopted updated rules for its internal traineeship scheme (the Blue Book Traineeship programme) to make the framework significantly more accessible, inclusive, and aligned with Europe's strategic skills goals. Under these newly modernised rules, graduates from Vocational Education and Training (VET) will be eligible to apply for the Commission's traineeship scheme for the first time, marking a major policy shift toward recognising the value of diverse practical learning pathways alongside traditional university degrees. By initially opening up to 100 places specifically for VET graduates, the initiative directly supports the broader objectives of the Union of Skills, ensuring that EU institutional traineeship opportunities better reflect the full spectrum of talent across Member States.

Beyond broadening entry criteria, the updated framework introduces key structural improvements to grants and living allowances, designed to lower financial and practical barriers for applicants from varied socio-economic backgrounds and regions. The single, streamlined decision replaces previous fragmented regulations, simplifying administration across the 36,000 annual applications and nearly 2,000 places provided across Commission services, EU agencies, and the European External Action Service. Additionally, the modernized framework reinforces workplace standards by incorporating clear provisions on anti-harassment, non-discrimination, and balanced geographical representation to maintain broad and fair access for candidates from all EU Member States and candidate countries participating in the pre-accession strategy.

In conclusion, the reform of the Commission's traineeship rules demonstrates a concrete effort to align public institution practices with the evolving needs of the European labor market.
